The effect of a linear rotational perturbation of an Einstein-de Sitter universe on the anisotropy of the cosmic background radiation is investigated. The predicted temperature variations are compared with the observed upper limits (Conklin and Bracewell, 1968). In this way we obtain upper limits to the angular velocity of the perturbation which is in disagreement with the suggested value for the Local Super-cluster (de Vaucouleurs and Peters, 1968). However we realise that our model is very crude, and that great care must be taken before drawing any conclusion about the non-existence of rotating superclusters in the universe.
