The article deals with partnership and structural funds. The analysis of the evolution of the Community regional policy and the several stages in which the decision-making process concerning interventions structurally intended is articulated aims at proving, respectively, the dynamics behind the partnership set up and the conditionings exercised by partnership on regions participation. The conclusions that have been drawn question both some of the hypothesis formulated about partnership introduction by 1998 regulations and its significance for regions participation.

Abstract

The article deals with partnership and structural funds. L’article concerne le partenariat dans le domaine des Fonds structurels. L’analyse de l’évolution de la politique régionale de la Communauté et des phases différentes, dans lesquelles s’articule le procès décisionnel relatif aux interventions avec finalité structurelle, tende à vérifier, respectivement, les dynamiques sous-tendues à l’institution du partenariat et les conditionnements exercés de ce-ça à la participation des régions. Les conclusions intervenues mettent en discussion aussi quelques hypothèses soutenues sur l’introduction du partenariat avec les règlements du 1988, que l’importance du même pour la participation des régions.
