The scientific magisterium of criminological positivism in Italy was not easily converted into the solicitation of a wide-ranging racial political vision. In the first years of the regime, Fascist Italy dedicated itself to a vast work of demographic incentive and propaganda for an increase in the birth rate that did not, however, take on the tones of discrimination against any ethnic-religious minority. The 1930 penal code expressly refers to the defense of stock, which remains a different category from race. It was only after the racial laws that the need arose to integrate these two operational guidelines and to make the notion of stock coincide with that of race, at the cost of evident forcing.
