One of the most relevant question concerning the reconstruction planning after the 2009 Earthquake in Abruzzo is the model of financing allocation and its consequences on the damaged centres to be reconstructed in terms both of fairness and urban quality. The paper presents the experience of including the evaluation process from the first beginning of the Reconstrucion Plans's work in the cases of Villa Sant'Angelo and Fossa (AQ). Preliminary analysis and plan decisions were integrated with the evaluation phase, and this last was carried out not only in economical and monetary terms (costs), but also defining a model aimed to propose an objective procedure to derive a performance ranking in the vary components of the private and public urban property. The purpose was to assess qualitative finance merit of each building block, through a certain number of qualitative and quantitative performances whose specific judgment criteria allow the scoring of each Architectonic Units and, on the consequence, of each Block. Different perspectives inform the configuration of a financing plan where social equity, logistics and economic efficiency, and effectiveness of the result shall be illustrates upstream (ex ante) of the decision-making in terms of selection criteria, and verified downstream (ex post) concerning the correspondence between objectives and outcomes. The proposed model of choice for Villa Sant'Angelo and Fossa - based on the qualitative and spatial calculation by combining the functions of the economic and qualitative spreadsheet and spatial analysis in GIS - allows not only to realise in real time the distribution of the available budget, depending on the several requirement implemented in the model, but also to verify, through specific performance indicators, its balance and consistency. Furthermore, these WebGis models allow the participation of people, professionals and politicians to the formation of the allocation pattern and in this way better agreed between the two municipalities and the Regional Coordination Office.
