Defining Basic Skills for EU citizens. Intercultural mismatch and likely solutions: reporting about the piloting of one EU project

In a world in which national boundaries and geographic limits appear to be unnecessary and, at times, harmful, particular attention is to be due to the construction of a common ground on which effective communication may be carried out. Successful communication is what makes international collaboration at various levels possible. However, the strong bond each communicative action has with the context that generates it makes it dependent -for the meaning making process- on the setting from which it originates. This is why sometimes in crosscultural contexts communication either turns to a miscommunication or, even worse, it fails and the interaction/relationship between the participants comes to an end. Communication clashes might prove risky in an informal, familiar and personal context but they might become dangerous in formal, business and/or job situations. Similarly to what happens in those contexts in which relationships are constructed and strengthened by means of interaction and mutual linguistic exchange, cross-cultural communication, i.e. communication among people belonging to different cultural backgrounds discloses to be problematic and participants have to be aware of the possible barriers that may interrupt the communication flow. The EU construction has undoubtfully been a demanding task for all the different aspects it entails AND requires also high degrees of qualification on behalf of its inhabitants the role of education is crucial and always in development since it tries to fit all the different teaching/learning and national contexts.

In un mondo in cui le barriere geografiche sono per lo più inesistenti se non dannose, particolare attenzione deve essere data alla costruzione di un terreno comune su cui basare la comunicazione in maniera efficace, essendo quest'ultima ciò che rende possibile la cooperazione internazionale a vari livelli. Tuttavia, il forte legame esistente tra il prcesso di significazione e il contesto che lo genera rende il primo particolarmente dipoendente da secondo. Questo è il motivo per cui in molti scambi cross-culturali le comunicazioni generano fraintendimenti e/o falliscono del tutto. I problemi comunicativi sono sicuramente preoccupanti in ambito privato ma sono determinanti se non pericolosi in ambito lavorativo. I partecipanti/ attoridevono essere consapevoli del rischio. Questo appare piuttosto pertinente al processo di costruzione dell'Unione Euroepa che si sta rivelando un compito particolarmente oneroso per i singoli membri, specialmetne in ambito comunicativo. Esso comprende diversi aspetti e richiede specifiche competenze ai propri membri. Il livello di qualificazione richiesto è molto alto e i diversi stati memebri si trovano ancora lontani dal soddisfarlo. Naturalmente in questo contesto, l'insegnamento e l'istruzione giocano un ruolo importantissimo. Il progetto descritto in questo articolo si propone di ridurre e possibilmente eliminare le distanze comunicative tra i membri in maniera darendere la comunicazione più efficace e l'integrazione più reale.
