The Borgata of Santa Lucia in Syracuse is a large urban district extending between the two harbors and the railway station, thus connecting the historic centre to the modern part of the city. Its urban fabric is regular in the inside areas and jagged at the edges, where it meets the roads, the railway and the harbor inlets. From a social and economic point of view this district is less developed than the other parts of the city, and its urban landscape is not as remarkable as in Ortigia, despite its background, and the presence of several important historic buildings which are unfortunately neglected and underused. The potentials of economic growth and urban redevelopment of this area are quite signi!cant, especially regarding its real estate market. The properties could take advantage from the renewal of the public space and the boost in the architectural quality improvement of the private buildings as well. The purpose of this study is to evaluate the capability of this area to make its renewal process self-sustainable through the economic assessment of different hypothesis’, including the social housing program the municipality is going to start. Because of the externalities due to the public interventions, the appraisal of public and private costs and revenues is required, as well as the assessment of the urban and architectural quality variations, in order to allow the decision makers to establish the equalization and compensation rules to distribute the increases in value and compensate the losses. Therefore a computerized assessment model has been made to compare costs, market values and architectural quality. It has been represented and calculated basing on the detailed analysis of the urban fabric and a GIS representation and calculation model. Moreover, the general model, by means of some automation processes, helps the planner to de!ne the type of intervention for each building, and above all to identify the areas where transformation actions might be carried on.
