The agricultural and the rural policies on the hand, and the protection policies and the enhancement environmental policies, on the other, should be planned and structured considering the expectations and the objectives of all territorial stakeholders. In particular, between the all local stakeholders, the social stakeholder is very important. If you want to ensure fairness and democracy of the processes and of the actions, which are proposed by the agricultural, by the rural and the environmental policies, it is necessary to consider the “judgments” of the social stakeholders. Therefore, it is necessary to define a social evaluation model for the agricultural, for the rural and for the environmental policies. This study proposes a social evaluation model for the environmental and the territorial policies. This evaluation model is a perceptual kind. It can be use to generate the perceived social values. Then, it can be used to identify the values or the weights that the community attaches to the environment and to the territory, and it can be still used to identify the values or the weights that the community attaches to all actions which are foreseen by the environmental and the territorial policies. The study used the DRSA approach. The DRSA approach is used as tool to generate a evaluation model of the perceptual kind. In particular, by it, it is possible to make an elicitation model to identify the social perception about the environmental resources and about the public and the private actions that are implemented on them. The DRSA approach helps to generate the social perception than can be used to choose the better perceived actions among those referred to the environment and the territory. The social perception model is on the base for the implementing shared territorial and environmental planning. The shared territorial and environmental planning is an good approach for the sustainable management of the territory. The DRSA approach help the facilitator or the analyst to generate the social preference structure in a transparent ad neutral way, only through the processing of the data base, that has been constructed by the use of some classical tool as interviews, questionnaires. In particular, the study proposes a social evaluation model for the resource Site of Community Importance (SIC) the “Collina di Pentimele” (Reggio Calabria) and for the implementing actions of it.
