The energy fluctuations of the excitation functions in Dissipative Binary Heavy Ion Collisions (DBHIC), in which an huge of final channels are populated, have been established since 1985. In the following we recall the main steps in the description of the phenomenon including some new and interesting informations extracted from a preliminary analysis of the Al-27+Al-27 system at E-lab similar or equal to 118MeV recently studied.
