This environmental governance assessment on Italy has been produced as part of a project financed by the European Commission entitled: ‘Development of an assessment framework on environmental governance in the EU Member States’. The project was designed to assist the Commission in its Environmental Implementation Review, due to be published in spring 2019. The primary aim of the environmental governance assessments is to review the implementation of environmental legislation and policy in each Member State, and assess the extent to which it is effective, efficient, accountable, participatory, and transparent, and follows the rule of law. The assessment framework defined five dimensions of environmental governance:  Transparency  Participation  Access to justice  Compliance assurance and accountability  Effectiveness and efficiency A template for assessment of the Member States was drawn up, with questions under each of the dimensions aimed at identifying comparable information in all Member States. The assessments were then prepared by national researchers, relying on publicly available data and information, with Member States and other stakeholders then being given the opportunity to comment and provide further information. The resulting assessment for Italy represents the views of the researchers;. Text in italics describes the framework of questions common to all the Member State assessments.
