LA STRATEGIA EUROPEA PER LE PMI: LO SMALL BUSINESS ACT IN UNA PROSPETTIVA DI CONFRONTO CON GLI STATI UNITI D'AMERICA

The policy document Small Business Act (SBA) is adopted by the European Commission (2008), in the wake of the precursor model developed in the United States of America in the 50s and it is aimed to identify the tools to support the development and overcoming weaknesses of SMEs (Small Medium Enterprises). The SBA is a policy document that intervenes in a transversal manner to all sectors of activity with the purpose to help SMEs / SMEs globally, going on the one hand, to limit the problems that historically these companies meet at various stages of organizational and management activities with particular regard, to the administrative, to regulatory and financial availability; and second, to enhance the positive aspects, such as the flexibility and / or sensitivity to industrial change and to the environment of reference, and not less important, the element represented by the employment, etc.. In relation to the report of linkage between the SBA EU and the SBA USA, the analysis has been developed in terms of the comparison, also with regard to their governance choices that prove similar, even if applied in different contexts as geographical, demographic, territorial, etc. The aim of this study was to groped to demonstrate the effectiveness of the SBA on SMEs, showing the implementation's level of the measures envisaged by it (data taken from administrative source of the World Bank Doing Business), but also to emphasize certain weaknesses of the SBA EU hoping that the competent bodies will intervene giving to it, first of all binding force.

Il documento politico Small Business Act (SBA) formulato dalla Commissione europea (2008), sulla scia del modello precursore messo a punto negli Stati Uniti d'America negli anni 50, mira a individuare gli strumenti di supporto per lo sviluppo e il superamento delle debolezze delle Piccole e Medie Imprese (Small Medium Enterprises). Lo SBA è un documento politico che interviene in maniera trasversale su tutti i settori di attività, in quanto il suo scopo è aiutare le PMI/SMEs in maniera globale andando, da un lato, a limitare le problematiche che storicamente tali imprese incontrano nelle varie fasi delle attività organizzative e gestionali con riguardo, soprattutto, alle condizioni amministrative, normative e di disponibilità finanziaria; dall'altro, a potenziare gli aspetti positivi, come la flessibilità e/o la sensibilità ai mutamenti industriali e all'ambiente di riferimento e, non meno importante, l'elemento occupazionale che rappresentano, etc. In relazione al rapporto di connessione tra lo SBA UE e lo SBA USA, l'analisi è stata sviluppata sul fronte del confronto, anche riguardo alle rispettive scelte di governance che si rivelano similari ancorché applicate in contesti geografici, demografici, territoriali, etc diversi. L'obiettivo dello studio condotto è stato quello di tentare di dimostrare l'efficacia dello SBA sulle PMI/SMEs mostrando il livello di implementazione delle misure da esso previste (dati tratti dalla fonte amministrativa della Banca Mondiale Doing Business), ma anche quello di mettere in rilievo taluni punti di debolezza dello SBA UE auspicando che gli organi competenti intervengano dotandolo, innanzitutto di forza vincolante.
