This paper aims to propose an operational plan of action, targeted to the concrete development of the system of water uses in Sicily. Evaluations proposals have been taken considering the point of view of a public entity, such as a regional water authority, not yet constituted in Sicily, which is assigned the role of identifying and evaluating the effectiveness of the actions in terms of effect, incentive or disincentive, with the purpose to achieving a balance of water balance but also the economic and financial system, with the main objective of building a financially autonomous regional governance structure. Great role is assigned to the practices of reuse, for the cost of the processes proposed for the same effectiveness, and to that end has been implemented a cost-benefit analysis of a case study, the agglomeration of Catania, chosen for the particular environmental value and social and economic context within which they insist more subjects with specific expertise in the field of water and sewerage and treatment services (town of Catania, management companies and purifying sewer service, the consortium of reclamation, protected natural area "oasis simeto ", etc.) with development plans identified, most of the times, in an uncoordinated way. Much of the data and the information form the basis of the assessments of the present thesis were taken from the project "Completion of Catania purification plant and extension of the sewer system", funded by an amount of EUR 213,122,922.00 by resolution CIPE .60 / 2012, aimed at the resolution of the infringement procedure under Directive 91/271 / EEC for the agglomeration of Catania, serving a population of about 470,000 inhabitants. Great attention was devoted to the activities, currently underway, initiated for the resolution of the EU infringement procedure, which will allow the construction of sewerage systems and treatment plants, making available non-conventional water resources. The considerations on the use of advanced European public funds outside of a frame of "wide area" have led to the definition of an action plan that, at different territorial levels, provides a range of actions, both the bottom-up that the top-down, you need to equip, started the path of infrastructure, of a concrete sustainability management and financial reporting in connection with the new tariff policies issued by the Authority for Electricity and Gas, the national regulatory authority integrated water services.
Il presente lavoro si pone l obiettivo di proporre un piano operativo di azioni, mirato al concreto sviluppo del sistema degli usi dell acqua in Sicilia. Le valutazioni proposte sono state assunte considerando il punto di vista di un ente pubblico, ad esempio una Autorità idrica regionale, non ancora costituita in Sicilia, cui viene assegnato il ruolo di identificare e valutare l efficacia delle azioni in termini di effetto, incentivante o disincentivante, ai fini del raggiungimento di un equilibrio di bilancio idrico ma anche economico e finanziario del sistema, con l obiettivo principale di costruire un assetto di governance regionale finanziariamente autonomo. Grande ruolo viene assegnato alle pratiche del riuso, per l economicità dei processi proposti a parità di efficacia, ed a tale fine è stata implementata una analisi costi benefici ad un caso studio, l agglomerato di Catania, prescelto per la particolare valenza ambientale e socio economica del contesto, all interno del quale insistono più soggetti con competenze specifiche in tema di acqua e di servizi fognari e depurativi (comune di Catania, società di gestione del servizio fognario e depurativo, consorzio di bonifica, area naturale protetta oasi del Simeto , ecc.) con piani di sviluppo identificati, il più delle volte, in maniera non coordinata. Gran parte dei dati e delle informazioni assunte a base delle valutazioni oggetto della presente tesi sono state tratte dal progetto Completamento depuratore consortile di Catania ed estensione della rete fognaria , finanziato per un importo pari a 213.122.922,00 euro con deliberazione CIPE n.60/2012, finalizzato alla risoluzione della procedura di infrazione ex direttiva 91/271/CEE per l agglomerato di Catania, con una popolazione servita di circa 470.000 abitanti. Ampio spazio è stato dedicato alle attività, oggi in corso, avviate ai fini della risoluzione della procedura di infrazione comunitaria, che consentiranno la realizzazione di sistemi fognari e depurativi, rendendo disponibili risorse idriche non convenzionali. Le considerazioni avanzate sull utilizzo dei fondi pubblici europei al di fuori di una cornice di Area vasta hanno indotto alla definizione di un piano di azioni che, a diversi livelli territoriali, prevede una serie di azioni, sia del tipo bottom-up che del tipo top-down, necessarie per dotare, l avviato percorso di infrastrutturazione, di una concreta sostenibilità gestionale ed economico-finanziaria in connessione con le nuove politiche tariffarie emanate dall Autorità per l energia elettrica ed il gas, ente regolatore nazionale del servizio idrico integrato.
