Legislative Decree no. 96 of 7 August 2009 stipulates that schools must set up operational working groups for the inclusion of students with disabilities (OWG). They are made up of people from the system who plan educational and didactic interventions for students with disabilities (IEP), working in an inter-institutional network (school-family-territory). The aim of this paper is to report some results of an exploratory study carried out with a sample of teachers from some Sicilian schools, in order to highlight some aspects of the innovations introduced by the Inclusion Act, in particular to the functioning of the GLO. The research was conceived and carried out with the scope of verifying or falsifying the hypothesis that some of the innovations introduced by the school legislation about inclusion may not yet have been put into practice and may cause some difficulties in the school in terms of organisation and training. The collection of data has partially confirmed this hypothesis and has allowed us to draw some conclusions and to think about how inclusive education could contribute to improving the functioning of the GLO, for example by organising training services for teachers, parents and other stakeholders in the system.
Il Dlgs del 7 agosto 2019, n. 96 dispone che le scuole, in presenza di alunni/e con disabilità, devono istituire Gruppi di Lavoro Operativo per l’inclusione (GLO), costituti da figure di sistema, con il compito di progettare interventi educativi e didattici per l’alunno/a con disabilità (PEI), lavorando in un’ottica di rete interistituzionale (scuola-famiglia-territorio). Il contributo presenta una parte degli esiti di un’indagine esplorativa realizzata con un campione di docenti di alcune scuole della Sicilia, con l’obiettivo di far luce su alcuni aspetti delle novità introdotte dalla normativa sull’inclusione, con particolare riferimento alla funzionalità del GLO. La ricerca è stata pensata e realizzata per verificare o falsificare l’ipotesi che alcune delle novità sul tema dell’inclusione, introdotte dal Legislatore scolastico, potrebbero non essere state ancora recepite, generando a scuola non poche difficoltà sul piano organizzativo e formativo. La rilevazione dei dati ha parzialmente confermato l’ipotesi, consentendo di trarre anche alcune considerazioni, di riflettere su come la Pedagogia speciale per l’inclusione potrebbe contribuire a potenziare e migliorare la funzionalità del GLO, ad esempio, attraverso l’organizzazione di servizi di formazione rivolti ai docenti, ai genitori e alle altre figure di sistema previste.
