The paper reflects on the establishment of the operational working group for inclusion (OWG), as an inter-institutional group prescribed by Legislative Decree 96/2019 to promote and guarantee the educational co-responsibility of teachers, families and extracurricular stakeholders in the social network of the disabled pupil. The paper attempts to demonstrate the inescapability of systematic cooperation between all OWG actors, in the direction of educational co-responsibility, through the analysis of some aspects of recent school regulations, some pedagogical reflections that have already been elaborated, and the results of some investigative research that has been conducted on the subject of OWG. This is a perspective that preliminarily requires, on the part of all teachers, the knowledge and sharing of special and common languages, as well as the use of models and paradigms of special didactics and special pedagogy (both) for inclusion. The aim is to derive tools and develop skills useful for designing and implementing Individualised Educational Plans for pupils with disabilities, as well as research-action projects. These projects are advantageous actions to promote and optimise the operation of the OWG, especially in those cases in which critical elements for the promotion of the desired educational co-responsibility are found.
L’articolo riflette sull’istituzione del gruppo di lavoro operativo per l’inclusione (GLO), come organo inter-istituzionale prescritto dal D.lgs. 96/2019 per promuovere e garantire la corresponsabilità educativa dei docenti, delle famiglie e delle figure extrascolastiche che fanno parte della rete sociale dell’alunno/a con disabilità. Attraverso l’analisi di alcuni aspetti delle recenti normative scolastiche, la considerazione di alcune riflessioni pedagogiche già elaborate e degli esiti di alcune ricerche investigative condotte su questo tema, l’articolo tenta di dimostrare l’ineludibilità della cooperazione sistematica tra tutti gli attori del GLO, in direzione della corresponsabilità educativa. Si tratta di una prospettiva che esige preliminarmente, da parte di tutti i docenti, la conoscenza e la condivisione di linguaggi speciali e comuni, nonché il ricorso a modelli e paradigmi della didattica speciale e della pedagogia speciale (entrambe) per l’inclusione, dai quali sia possibile ricavare strumenti e sviluppare competenze per progettare e implementare Piani Educativi Individualizzati per gli/le alunni/e con disabilità, altresì percorsi di ricerca-azione intesi come azioni proficue per promuovere e ottimizzare l’operatività del GLO, soprattutto in quelle circostanze in cui si rilevano elementi critici per la promozione dell’auspicata corresponsabilità educativa.
