This thesis, pertaining to International Political Economy, analyzes the Sino-American competition in the semiconductor industry, identifying technological innovation as the fulcrum of geopolitical tensions. Adopting a dual level of analysis, macro and micro, the work integrates the theories of hegemonic cycles and economic cycles with contributions on Economic Statecraft and Weaponized Interdependence. It is structured in three parts. In the first part, the theoretical paradigms are introduced. The second part proposes a reconstruction of the historical evolution of the innovation systems of the United States and China, as well as of the semiconductor industry. Finally, the third part offers an empirical analysis of the US strategies of export control, investment screening and reshoring policies, as well as of Chinese reactions and their effects on value chains. By investigating the causes and dynamics of this rivalry, the research highlights how the semiconductor industry represents a strategic node, with profound consequences for the balance of the international order.
Questa tesi, afferente all’International Political Economy, analizza la competizione sino-americana nell’industria dei semiconduttori, individuando nell’innovazione tecnologica il fulcro delle tensioni geopolitiche. Adottando un duplice livello di analisi, macro e micro, il lavoro integra le teorie dei cicli egemonici e dei cicli economici con i contributi sull’Economic Statecraft e sulla Weaponized Interdependence. Essa è strutturata in tre parti. Nella prima parte vengono introdotti i paradigmi teorici. La seconda parte propone una ricostruzione dell’evoluzione storica dei sistemi dell’innovazione di Stati Uniti e Cina, nonché dell’industria dei semiconduttori. La terza parte offre infine un’analisi empirica delle strategie statunitensi di controllo sulle esportazioni, screening degli investimenti e politiche di reshoring, nonché delle reazioni cinesi e dei loro effetti sulle catene del valore. Investigando le cause e le dinamiche di questa rivalità la ricerca mette in luce come l’industria dei semiconduttori ne rappresenti un nodo strategico, con conseguenze profonde per l’equilibrio dell’ordine internazionale.
