The effects of the Abruzzo seism may be measured referring to the damage and the tasks for the management of the emergency and the reconstruction, That lead to considerations on the nature of damage itself and, as a consequence, on the terms and the objectives of its valuation. Referring to two study cases, the essay focuses on the description of the planning instruments for the reconstruction, and the envisaged procedures of valuation and management that, apart from the necessary compensatory character, prelude a significant programming perspective. Even inside the narrow limits of the funding for the reconstruction, these tools interpret the possibility for the territories and communities to resettle to get over the burden of the natural calamity, being stimulated by it for a more general socio-economic recovery. The here described reconstruction plans have faced and sort out several aspects of the traditional antinomies originated by the tradition/innovation oppositions. These oppositions concern the right combination of conservation with reconstruction, and in management terms, of efficiency with effectiveness. The different historical-architectural characterization of the two studied urban centres and the different issues submitted by the citizens, have constituted constant reference points: - For the definition of the intervention categories that have been articulated in order to specify the rigid ranking of the conformity to standards classes; - For envisaging new additional urban and territorial works, appropriately distinguished by financing channels and time schedules. The Pdr Technical Economic Frame is indicated among the most relevant valuation moments. The Chrono-Programme has performed a significant project function, allowing to envisage many scenarios concerning the best allocation of financings through the maximization of a cost-merit function on a qualitative-quantitative base. Finally, the administrative action for the reconstruction has resulted of primary importance. The management of this process has required the extension of the operative base with the formation of two Special Offices for project managing, one dedicated to l’Aquila and one to the other municipalities. Moreover, the passage from the cost valuation model envisaged by the ordinances, based on the maximum unitary costs, to the parametric one that allows to envisage more adherence to the construction and damage reality is particularly relevant for the aims of the present study.
