The effects of the 2009 earthquake in Abruzzo, in terms of direct and indirect costs, administrative difficulties, irreversibility of the land and landscape transformations, have increased and spread the sensitivity about the seismic prevention.The national legislation (art. 11 of the law 77/2009), converting the Abruzzo law decree, establishes the financing of the interventions aimed at preventing the seismic risk throughout the national territory as well, allocating in seven years nearly one billion Euro. The particular combination of economic and ethical aspects that characterizes seismic security, fully involves the valuation discipline. In fact, several planning issues involves choices in which different important and often conflictual values are involved, despite the scarcity of the resources. From the opposite perspective, given a budget for the rehabilitation of a damaged town, characteristics, values and choices need to be made consistent to each other in order to let the reconstruction process get as efficient, effective and fair as possible.One of the most important areas of the investment of the reconstruction, concerns the dialectic between present and future of the town, and particularly the prevention plans like the Emergency Limit Condition (ELC). ELC is the condition allowing the urban area continuing to carry out its main functions after the seism, preserving accessibility and the connection with the territorial system. Referring to Fossa, the study intends to systematise and include in an unitary model of analysis, valuation and project, two distinct but not distant operative levels: on the one hand, at the level of the analytic foundation of the arguments, the constructive aspects of buildings; on the other hand, at the level of the formation of the project syntheses, the urban planning-administrative aspects concerning the CLE creation. The following phases are envisaged: 1. description of the different architectural units; 2. calculation of the class of capsizing and collapse risk; 3. assignment of the intervention category; 4. calculation of the cost of the intervention works; 5. calculation of revenue in terms of differential of real estate value; 6. proposal of incentive model; 7. individuation of the strategic variables through the analyses of sensitivity; choice of the best ELC arrangement alternative.
