In the last few decades there has been a gradual change in the management of public real estate. The budget decreases should lead to an improvement of the administrative apparatus efficiency. At the same time, this need should also lead to testing of new financial instruments, such as a public-private partnership that allows not only the creation of new infrastructures and maintenance of the existing ones without affecting the uncertain economic balance of the public sector, but also it brings to the public sector a move toward efficiency, taken from the positive collaboration with the private enterprise. The development of the public-private partnership is also part of the more general change in the role of the State in the economy, moving from a role of direct operator to one of organizer, regulator and controller. In particular, the cultural heritage is affected by cuts in public spending that limit the resources available to the sector. The public-private partnership can also be certainly used for the enhancement of properties with relevant cultural value. The present study proposes a methodology to assert the decision-making process for the selection of enhancement strategies for cultural heritage, to recognize more effective management model in regard to the legislative structure and the improvement dynamics in place.
