The applying of methods and tools for the quality control guarantees an effective and efficient management of the Public Real Estate, in order to improve services and processes. The Public Organizations, owners of big real estate, often entrust private companies to manage their property, in order to preserve and increase the value of their building heritages in the time. Usually the management of real estates produces results of poor quality, due to the characteristics of the agreement of Global Service. In fact, these contracts prescribe only the minimum levels of performances that the manager organization should guarantee. The contract of the "City Global Service" of the Bologna Council is aimed to create a partnership between the owner and the contractor, to make this one responsible of the success of the results and to improve his relationship with the users of the building.
