Cultural broadcasting: democracy and citizenship in the pedagogy of English as a second language

this paper explores the teaching of cultural concepts such as citizenship and democracy to non-native users of the English language. It analyses pedagogical materials to argue that certain constructs are taken for granted, and that their transmission is an integral, though implicit, feature of textbooks designed for language instruction. Thus, key concepts of cultural knowledge for assimilation in a host culture are transmitted together with practical language skills.
