La corresponsabilità educativa nella scuola dell’autonomia per la promozione di una cittadinanza democratica e inclusiva nelle regioni italiane in ritardo di sviluppo • First section: edu cational co-responsibility in the school of autonomy for the pro motion of a democratic and inclusive citizenship in the italian regions in late development

In this short essay we intend to reflect on the relaunch of a new sustainable pact of co-responsibility between family, school and institutions within the model of school autonomy. A training pact to form the working citizen who once again calls into 17 Prima Sessione question the role of the family, of the democratic school that needs to be rethought, as a quality school for each and every one aimed at building life projects and bringing out merit. It is a question of forming the active citizen, who is not only the one who knows the rules but the one who must govern the change and must be flexible as an active subject-person in the human relationship, in order to be able to govern the changes in society, as well as to guarantee suc cess training of students towards the achievement of social and civic competences.This is why it is necessary to start from the family and the school to promote education and citizenship rights, since the social pact is in crisis. The school therefore becomes the privi leged place provided that it develops these relationships with fam ilies and social institutions, to generate opportunities for growth and personal and social development of young people especially in many degraded areas in terms of values and society. In the absence of a social bond as an element of identity, it is therefore a matter of proposing a welfare of knowledge and values in the light of a new democratic society

In questo breve saggio si intende riflettere su rilancio di un nuovo patto sostenibile della corresponsabilità tra famiglia, scuola e istituzioni all’interno del modello dell’autonomia scolastica. Un patto formativo per formare il cittadino lavoratore che chiama in causa ancora una volta il ruolo della famiglia, della scuola demo cratica che va ripensata, come scuola di qualità di tutti e di ciascuno volta a costruire progetti di vita e a far emergere il merito. Si tratta di formare il cittadino attivo, che non è soltanto colui che conosce le regole ma colui che deve governare il cambiamento e deve essere flessibile come soggetto-persona attivo nella relazione umana, per potere governare i cambiamenti nella società, nonché di garantire il successo formativo degli studenti verso il raggiungimento di com petenze sociali e civiche. Per ciò occorre partire dalla famiglia e dalla scuola per promuovere i diritti d’istruzione e di cittadinanza, poiché è in crisi il patto sociale. La scuola diventa quindi il luogo privile giato patto che sviluppi queste relazioni con le famiglie e le istitu zioni sociali, per generare opportunità di crescita e di sviluppo personale e sociale dei giovani soprattutto in molte aree degradate sul piano valoriale e sociale. In mancanza di un legame sociale come elemento identitario, si tratta di proporre perciò un welfare della conoscenza e dei valori alla luce di una nuova società democratica.
