The current geo-cultural context, profoundly changed in the outcome of the pandemic from Covid-19, determines the need to guarantee a right of access to the internet for everyone. More than in the past, today the transmission of knowledge and the circulation of knowledge require computer technology to achieve a desirable development not only economic but also moral, cultural and social. In this context, the rights and duties of citizens must be rewritten in light of the changes that highlight an increasingly technologized world but in which the right of access to the internet is not guarantee da tall.
