Ambiente, Economia e Diritti: Global Warming & Shock Economy

Environment and economy are two of the issues that, now more than ever, animate the academic debate and the international politics. The reason for this interest is rooted in a variety of factors. On the one hand, the increasing virulence of climate phenomena seems to have influenced the collective sensitivity to environmental issues; on the other hand, the spectrum of the economic crisis has raised some legitimate objections to the validity of the free market economic model, dominant on the world stage after the end of history and the dissolution of the bipolar geopolitical scenarios. On the base of a superficial view "environment" and "economy" seem to be apparently independent of each other, or at least, this has been for a long time the prevailing view. But how has unequivocally clarified the "Human Development Report 2007-2008", scientific research has proved beyond a reasonable doubt the existence of a direct relationship between climate change and human activity. The anthropogenic nature of climate change calls into question the sense of responsibility and raises important policy issues and relevant dilemmas of distributive justice among peoples and between generations. This paper is divided into two sections. The first describes the terms of the problem focusing the analisys on the main aspects of the ecological emergency and on the interdependent nature of the issue that characterizes the factors affecting environmental changes, with particular attention to the phenomenon known as Global Warming; in the second section I will focus on an attitude and on an economic model that has built on the environmental emergency (but not only on that) the conditions of a new development and a new vision of the profit not founded on the political and financial speculation. Moreover, I will try to bring out the connection that binds these two scenarios and the way in which geo-political context has led to a significant and drastic reduction of the fundamental freedoms, and has put in jeopardy the democratic structure of the institutions, at all levels.

Ambiente ed Economia rappresentano due dei temi che, oggi più che mai, animano il dibattito sia entro un contesto puramente accademico sia nell'ambito dello scenario politico internazionale. La ragione di questo interesse affonda le sue radici su una pluralità di fattori. Da un lato, la crescente virulenza dei fenomeni climatici sembra aver generalmente acuito la sensibilità collettiva verso le questioni ambientali; dall'altro lato, lo spettro della recessione economica ha sollevato alcune legittime obiezioni sulla validità del modello economico del libero mercato, dominante sulla scena mondiale dopo la fine della storia e la dissoluzione degli scenari geopolitici bipolari. Sulla base di uno sguardo superficiale "ambiente" ed "economia" sembrerebbero essere realtà apparentemente indipendenti l'una dall'altra, o quantomeno, questa è stata per lungo tempo la tesi prevalente. Ma come ha inequivocabilmente chiarito il "Rapporto sullo sviluppo umano 2007-2008", la ricerca scientifica ha dimostrato al di là di ogni ragionevole dubbio l'esistenza di una relazione diretta tra i cambiamenti climatici e l'attività umana. La natura antropica dei cambiamenti climatici chiama in causa il senso di responsabilità e solleva importanti questioni politiche e di giustizia distributiva tra i popoli e tra le generazioni. Il saggio si sviluppa in due sezioni. Nella prima vengono descritti i termini del problema soffermando innanzitutto l'attenzione sugli aspetti principali dell'emergenza ecologica e sulla natura interdipendente e complessa che caratterizza i fattori che influiscono sulle modifiche ambientali, con una particolare attenzione al fenomeno definito Global Warming; successivamente, nella seconda sezione, soffermerò l’attenzione su un atteggiamento e su un modello economico che ha costruito sull'emergenza ambientale (ma non solo ambientale) i presupposti dello sviluppo e del profitto in termini di esclusiva speculazione politica e finanziaria. Inoltre, cercherò di far emergere la connessione che lega questi due scenari e il modo in cui tale contesto geo-politico ha determinato una significativa e drastica riduzione delle libertà fondamentali ed ha messo in serio pericolo la struttura democratica delle istituzioni ad ogni livello.
