We analyze decoherence in Josephson qubits induced by background charges responsible for 1/f noise. To this end we introduce a quantum mechanical model of a discrete environment. Quantitative estimates of decoherence during time evolution for BCs responsible for 1/f noise show that decoherence due to slowly moving charges saturates. This has implications for the identification of the degrees of freedom of the charge environment which are effective both for relaxation and dephasing.
