I reflect here on the concept of "tolerance without values" with reference to the exchanges between citizens coming from different cultural backgrounds, in particular the relationships between Europeans and the Mediterranean neighbors. This study deals with the concept of freedom, especially of freedom of thought, speech and press, and highlights the influence of such notions on European integration.
