The public building heritage has to be considered an endowment characterised by a rapid development. This requires a monitoring and control system for coming to a decision about the maintenance of the building. The purchaser’s main need is to control the whole activities performed by the Management Organisation and the results of its management qualities. Therefore, the control activity requires an informative system that gives access to the following information: buildings and equipment data; intervention procedures and maintenance plans; working progress and shifting by timing plan; budget available and costs kept up. The control activity on the Management Organisation requires continuous monitoring of management procedures. The purchaser should be able to control the flow of data and the activity of aggregation and updating of information about buildings, maintenance status and services allocation. This allows him a timely intervention in case of disorders and not-performance of the contract. He also should control the financial resources available during the working progress and perform periodic check of the whole activities of the Management Organisation. A software for the maintenance can assure a direct and continual informative flow between the purchaser and the Management Organisation. In order to guarantee a high quality of maintenance, we have established the parameters for the evaluation of the building’s quality and the conditions in which the examination and the exchange of information among operators is to be carried out. This study shows a plan of quality for improving the efficacy and efficiency of the maintenance interventions. This plan includes: The form for limiting the mistakes in the analysis, inspection and intervention phases; The singling out of responsibility of the operators involved in the maintenance activities; The correctness of the procedures and activities included in maintenance plans.
