In response to the current political and programmatic crisis, there is a growing awareness of the impact of the climate crisis and environmental degradation. Public administrations are now being urged to adopt new strategies and tools to promote widespread urban regeneration in line with the 17 Sustainable Development Goals (UN Agenda 2030), the ESG criteria of the ESG model, The European Green Deal and the Do No Significant Harm principles outlined by the PNRR.To address these challenges, the Agenzia del Demanio (Italian State Property Agency) has partnered with the Research Unit ENVI-Reg of the ABC Department at Politecnico di Milano to develop Guidelines for enhancing environmental and social quality in interventions. This paper presents an overview of the research objectives, focusing on the theoretical, methodological, and operational aspects of the "Guidelines for social quality", which are currently in the experimental application phase. The Guidelines prioritize the relationship between social inclusion, usability, and accessibility of public space, as well as environmental quality and psycho-physical well-being.The Guidelines define performance requirements and evaluation criteria for urban regeneration interventions on existing heritage, offering methods for verification during the planning, implementation, and post-construction phases. The paper outlines the social objectives explained in the Guidelines, including the main indicators for evaluation, as well as the methods and tools for verification.
In risposta all’attuale crisi politica e programmatica, cresce la consapevolezza dell’impattodel cambiamento climatico e del degrado ambientale. Attualmente, le amministrazionipubbliche sono sollecitate ad adottare nuove strategie e strumenti per promuovere unarigenerazione urbana diffusa, in linea con i 17 Obiettivi di Sviluppo Sostenibile (Agenda2030 delle Nazioni Unite), i criteri del modello ESG, il Green Deal europeo e i principi DoNo Significant Harm del PNRR.Per affrontare queste sfide, l’Agenzia del Demanio ha collaborato con l’Unità di RicercaENVI-Reg del Dipartimento ABC del Politecnico di Milano per sviluppare una serie dilinee guida per il miglioramento della qualità ambientale e sociale degli interventi. L’articolopresenta una panoramica degli obiettivi della ricerca, concentrandosi sugli aspettiteorici, metodologici e operativi delle “Linee guida per la qualità sociale”, attualmente infase di applicazione sperimentale.Le Linee guida danno priorità al rapporto tra inclusione sociale, fruibilità e accessibilitàdello spazio pubblico, nonché alla qualità ambientale e al benessere psico-fisico. Inoltre,definiscono i requisiti prestazionali e i criteri di valutazione per gli interventi di rigenerazioneurbana sul patrimonio esistente, offrendo metodi di verifica durante le fasi diprogettazione, realizzazione e post-costruzione. Il contributo espone gli obiettivi socialiillustrati nelle Linee guida, compresi i principali indicatori per la valutazione, nonché imetodi e gli strumenti per la verifica.
