The effects of climate change are producing increasingly severe weather phenomena, especially in Mediterranean countries. In Lombardy, recent revisions of regional and provincial land-use planning tools identify strategies (National Strategy for Sustainable Development, SNSvS, 2017-2030) that have as their primary objective "Integrate adaptation logics into regional and local policies and develop synergy with mitigation actions" (SNSvS, Lombardy 2021) to preserve and implement areas of greatest ecosystem value. When such actions are scaled down to the urban scale and must be regulated by local planning tools, they encounter critical issues (e.g., lack of public areas for project implementation; effective regulations to incentivize private sector participation). Starting from the experimental case of the town of Codogno (province of Lodi), the research identifies strategies and actions that accompany the general revision of the planning tool and translates them into an environmental project for the territory, defining and quantifying the impacts in terms of ecosystem services.
Gli effetti del cambiamento climatico producono fenomeni metereologici sempre più acuti, soprattutto nei paesi dell’area mediterranea. In Lombardia le recenti revisioni degli strumenti di pianificazione territoriale (regionale e provinciale) individuano strategie (Strategia Nazionale per lo Sviluppo Sostenibile, SNSvS, 2017-2030) che hanno come obbiettivo prioritario “Integrare le logiche dell’adattamento nelle politiche regionali e locali e sviluppare una sinergia con le azioni di mitigazione” (SNSvS, Lombardia 2021) per preservare e implementare le aree a maggior valore ecosistemico. Quando tali azioni vengono calate alla scala urbana e devono essere normate dagli strumenti di pianificazione locale incontrano criticità (es: mancanza di aree pubbliche per l’attuazione dei progetti; norme efficaci nell’incentivare i privati a partecipare alle azioni). A partire dal caso sperimentale della cittadina di Codogno (provincia di Lodi) la ricerca individua strategie e azioni che accompagnano la revisione generale dello strumento pianificatorio e le declina in un progetto ambientale del territorio definendo e quantificando le ricadute in termini di servizi eco-sistemici.
