The economic valuation of the damage has always been a topic of great importance in the context of appraisal from a methodological and applied point of view. Because of the valuation of damage is an act of economic justice in the appraisal activity, since its origins. In this sense, some evidence emerged through historiographical analysis extended to the first contributions in the appraisal italian literature.But the estimate of the damage continues to attract the attention of experts and scholars with new and even more complex issues than in the recent past. The progress made in terms of methodology, and the economic, social and environmental importance related to the determination of damages, togheter with the compensation and the restoration, in fact, encourage the development of a renewed interest in the corpus of the discipline and the appraisal activity towards these issues. With reference to this, some evidence are derived from the analysis of some cases of study, where in presence of an increased sensitivity and awareness towards the reduction of economic and social welfare caused from damage, it is registered an extension of the capabilities that the appraiser is called to carry out.The increasing interest assigned by the society to natural resources and consequently to the issues related with environmental damage and natural disasters, expresses the need to rely on objective, accurate and thorough analysis and valuations. In the assessment of the damage , therefore, using appropriate models can be effectively addressed questions and issues of appraisals with different complexity in line with the principles of equity and economic efficiency.
La stima dei danni costituisce da sempre un argomento di grande portata nell’ambito dell’estimo sotto il profilo metodologico e applicativo. La determinazione del valore monetario del danno rappresenta, infatti, un atto di giustizia economica nell’attività estimativa, fin dalle sue origini. Lo evidenziano alcuni riscontri emersi attraverso un’analisi storiografica estesa ai primi contributi presenti nella letteratura estimativa italiana.Ma la stima dei danni continua a suscitare l’attenzione di periti e studiosi con nuove e più articolate questioni anche rispetto al recente passato. I progressi compiuti sotto il profilo metodologico, la rilevanza economica, sociale ed ambientale insita nelle questioni connesse alla determinazione dei danni, dell’indennizzo e degli interventi di ripristino favoriscono, infatti, lo sviluppo di un rinnovato interesse nel corpus della disciplina e dell’attività estimativa nei confronti di tali questioni. In proposito, evidenze significative si ricavano dall’analisi di alcuni casi di stima, in cui si segnala un ampliamento delle competenze che il perito è chiamato ad offrire a fronte di un’accresciuta sensibilità e consapevolezza nei confronti della riduzione di benessere economico e sociale causata dai danni.La crescente attenzione attribuita dalla società alle risorse naturali e conseguentemente ai temi connessi alla questione dei danni ambientali e dei danni causati dagli eventi calamitosi, esprime l’esigenza di fare affidamento su analisi e stime oggettive, accurate ed approfondite. Nell’ambito della valutazione dei danni, pertanto, avvalendosi di appropriati modelli è possibile affrontare con efficacia ambiti e questioni estimative a diverso grado di complessità coerentemente con i principi di equità ed efficienza economica.
