The Public Organizations often delegate the management of their heritage to Private Organizations, in order to reduce the burden of an efficient and effective direct management of the real estate. But they are not still able to control the quality of management and to verify its results in terms of enhancement of the building heritage, economical value conservation and advantages for the whole citizens. The purchaser, entrusting Private Organizations management activities, should maintain a strategic role in planning, and control: the public owner should define the maintenance policy on the basis of both the surveying of users’ needs, and the available funds. The present study points out methods and tools to optimize and control the management procedures of the public building heritage, starting from the analysis of the school buildings management of the Province of Naples, performed by the ASUB organization. Therefore, the present study is aimed to supply the Public Organizations effective methods and tools, to allow their staff to control the quality of facility management. An adequate control can guarantee corrective measures timely.
