This book chapter analyses EU relations with the ‘broader’ Middle East and illustrates the changing patterns of Euro-Mediterranean cooperation in the last decade. A comparison of EMP and ENP is provided to illustrate a shift in EU cooperation strategy. The EU is acting more as a soft power pursuing its own interests than as a regional integrator defending norms and values.
