The dominance of the structure function at small x by pomeron exchange provides a natural mechanism for the reduction of the structure function at small x in a nuclear environment. A simple model of this reduction provides a quantitatively successful description of the shadowing in deep inelastic muon scattering. When coupled with x-rescaling, it is in good agreement with data on deep inelastic scattering on nuclei for x ⩽ 0.5.
