A model of partecipated and negotiated governance as a generating tool of shared value for creative, beautiful and ethics city. The case of historical center of the Mazara of Vallo

In an age of globalization, of break geographic boundaries, of fractalisation limit of the space, of the reduction temporal spaces, of the birth of a new urban geography, it is assisted to formation of new social scenarios that give rise to new forms of cities. These city are constituted by one social plurality that often fell in creating dis-value, in depletion of aesthetic and ethical value, in growth of the degree of entropy of civic values, in denial communication system, these elements find justification and are supported by issues such as exclusion, the not ethical, the not beauty, the illegality, the false, the not useful and the bad for the natural context, for the human context and for the context of build. For a recovery of the statute of “the place of city”, of a city of aesthetic values and of ethical values, and then of a city of values, we will need to re-connect and re-base the communication system between constituent systems, then triggering that channel of communication, and also the social network that are the only capable to support any process, and in particular that are the only capable to focusing the basing of the society on a theory of value love-art, in which the ethics and aesthetics are to be seen as part of itself, it is how an instrument, which by an approach functional-structural, it is considered the only can trigger those synapses of social communication who is capable to create and characterize a civil society. The way it is possible to prosecute those purposes, it search to a new interpretation of the model of territory and city and a new model of governance. In fact these elements are strategic for operate, for to plan and for manage the changes and for kick start that process of social equity that it is the only able to found a new society based on ethical values and aesthetic values in order to produce a creative city with a highest aesthetic value for the natural context, the human context and the context of building. In this respect is useful to refer to methods of governance that use an concerted approach and negotiated to planning, these type of planning they are supported by evaluation methodologies, by methodologies of knowledge and by management methodologies, which are aimed at pursuing the goals. Therefore the model of governance proposed it enriches to the strength of “the collective intelligence”, in which is produced what is not the result of a single mind, but it is resulted by the way of thinking of a set of minds that we cooperate, so the governance of territory is not the result of only one mind that creates the action or of a small group of minds, but it is the result of the creative action of a “collective mind”, of a “collective will”, the only ones will capable of activating processes of value creation and of chains of value, that they may be sustainable from a variety of subjects. In this respect is crucial make referring to operating methodologies supported by the theories of decisions or by the aid decisions, which are able to activate, manage the planning processes as a “collective glass blox” between the stakeholders of the city, on which fall the tasks to start and to keep that channel of communication that is the only capable of creating the re-focusing of the community on ethical values and aesthetic values. The scope chosen for the study is a marginal context both geographically, both socially, in whose local population and migrant population are linked to different order and degree from harassment social, economic, political, that is a reflection of a retroflex society, that has lost the creative capacity and that has drained the lifeblood that generates life, and then of a society that has generated fear and has lost the ethical values and aesthetic values. So the purpose of research will be to submit a methodological tool and an operative tool, that is capable to supporting a process of sustainable regeneration of the city and of the territory.
