Il dibattito sul problema dell'emissione monetaria in Italia tra la fine del XIX e l'inizio del XX secolo: un'ipotesi interpretativa

In the debate on the role of the banking system which took place between the end of the nineteenthand the beginning of the twentieth century, two di∂erent positions were upheld in Italy: some peoplesupported the principle of the plurality of monetary issue, while others were in favour of its unity.As bank crises began to put on the pressure, the latter position became the dominant one.This theoretical confrontation assumed a specific value in the analysis of a number of experts(Fanno and De Viti de Marco, for example), who took as their starting point a new interpretation ofthe genesis of money as a means of exchange, and of the role of the banks in this process. In the lightof these contributions, a consideration of the means of regulating monetary issue appeared to be afundamental step in the process of re-interpretation which shed more light on the intrinsic limitationsof the neoclassical monetary theory.

Nel dibattito che ebbe luogo tra la fine del xix e l’inizio del xx secolo sul ruolo del sistema bancario, inItalia si contrapposero i propugnatori della pluralità dell’emissione monetaria e i sostenitori dell’unità.Quest’ultima posizione, sotto l’incalzare delle crisi bancarie, si diffuse sino a divenire dominante.Tale confronto teorico assunse una particolare connotazione nelle analisi di studiosi (come Fannoe De Viti de Marco) che mossero da una lettura nuova della genesi del mezzo monetario e del ruolodelle banche. Alla luce di questi contributi la riflessione sulla regolamentazione dell’emissionemonetaria appare come un passaggio decisivo in quel processo di revisione che pose in rilievo i limitiintrinseci della teoria monetaria neoclassica.
