The aim of this paper is to provide a theoretical model to determine the effects of change in the quality of NPO offered social services on public decisions about NPO financing. The model shows that an increase in NPO-offered service quality is advantageous for the State organization, but not for NPOs, unless the State organization improves environmental conditions in the area in which these social services are implemented.
