In this study some problems concerning the right use of a public resource and of the possible conflicts that may flare out between different public or private subjects involved in its use, are examined. With the use of an adequate multicriteria evaluation technique based on a fuzzy approach, some alternative hypothesis for a water reserve plan in Sicily have been examined in order to identify the best way to satisfy the criteria of economic efficiency and of social equity. The fuzzy approach has been used for overcoming the existing limits in representing the complex reality and the imprecision of the available data and information. The results obtained may represent some useful indications for those that have to choose which alternative satisfies both the criteria of economic efficiency and that of social justice.
