The study shows how the traditional strong link between political rights and citizenship nowadays is challenged by a different idea of State sovereignty, firstly due to the edification of the EU. In particular, it analyzes the possibility to widely grant political rights only on the basis of legal and permanent residence, regardless the attribution of Citizenship, even to non-EU citizens.
