A low Reynolds number k - ε model has been modified in order to describe a turbulent flow over both smooth and rough wall. The reliability of the new model has been checked in particular for oscillatory flows by performing comparisons with literature experimental data. The development of this model has been stimulated by the observation that the k - ω turbulent closure model, widely used in the literature for studying sea wave bottom boundary layers, shows some drawbacks, particularly when trying to predict the thickness of the boundary layer. The proposed model partially overcomes some of these limitations. Moreover, on the basis of the comparison with the experimental data, it seems to be accurate in describing the velocity profiles and in determining the shear stresses at different phases of the cycle.
