Evolution of cities and urban renewal processes are connected by a causeand-effect relationship which can eventually lead to new balances aimed at overcoming drawbacks and conflicts. The PON-Metro program, which for the first time faces needs of metropolitan cities belonging to ordinary and special-status regions, can adequately support city building processes based on local syncretism and governance network.
