The paper aims at illustrating the qualitative assessment of seismic vulnerability is carried out so to define risk prevention strategies considering both the urban and the aggregate scale. This qualitative analysis can also provide a useful knowledge-base to define guidelines for reconstruction of the historical urban fabric. In particular, the work illustrates the outcomes of the research project carried out on five small centres of the Union of Municipalities of Romagna Faentina. In that study, the qualitative analysis allowed the identification of the most vulnerable parts of the city and led to the definition – in the historical centre – of the factors which influence the seismic response and the subsequent determination of potential damage scenarios. The study thus reveals a comprehensive understanding of the weakness factors and the strengths of the historical urban fabric as fundamentals for seismic risk prevention and city reconstruction strategies.
