The paper provides a critical comment on the recent reform proposal to the Second Part of the Italian Constitution aimed at enhancing the role of the “Parliament in joint session” in order to make it the sole holder of the relation of confidence with the Government. Focusing on those amendments addressed to rationalize the parliamentary regime, the study highlights some flaws of the project in comparison with the German model. The key point is that the introduction of the so-called “constructive vote of no confidence” does not make it possible to achieve the goal of ensuring Government’s stability without other adjustments. The conclusion is that the electoral reform is to be considered the further necessary step in order to better continue the reform process started with the reduction of parliamentarians
