The work examines, in the light of a very complex regulatory framework characterized by the sometimes "alluvial" production of widely deformed acts, the impact of the pandemic on our national education system, highlighting long -standing infrastructural and organizational "fragility", which the health emergency has aggravated. After a long period marked by measures inspired almost exclusively by the precautionary principle, it is no longer possible to postpone the start of a new phase of planning the reforms, which takes into account the strategic scope and the intergenerational dimension of education.

Abstract
