The work aims to identify stable elements in the apparent, confused overlapping of political strategies and legislative decisions which have characterized the recent regulatory changes of Italian welfare. Particularly, the recent measures against poverty seem strategic for understanding the current status of welfare system, financed by several funds with different planning strategies, actors and responsibilities. The paper analyses the ways in which such regulation has been carried out in Sicily, a special-status region which has played its coordinating role with regulatory tools which have favoured a wider discretion in local decision-making, amplifying local welfare governance heterogeneity.
