The suggestion that nuclear shadowing in deep inelastic scattering is primarily a parton phenomenon is extended to the Drell-Yan reaction on heavy nuclei. The nuclear structure functions required to describe the latter process are found to be compatible with those obtained from an analysis of the shadowing data, and lend weight to the hypothesis that this is indeed a parton phenomenon.
