La Costituzione archiviata. La politica di Carlo Filangieri tra Francesco II e Napoleone III

This paper analyzes the attempt made by Council President Carlo Filangieri to adopt a Constitution in the Kingdom of the Two Sicilies, while the kingdom was on the eve of its collapse. The examination of sources enables a reconstruction that, contrary to the judgments supported by historiography attributing the failure of the constitutional initiative to the inability and superficiality of the Murattian general, instead reveals the conflicts existing within the ruling elites, the role of the Court and the positions of the Western Powers.

Questo contributo analizza il tentativo del Presidente del Consiglio Carlo Filangieri di adottare una Costituzione nel Regno delle Due Sicilie, alla vigilia del suo crollo. L’esame delle fonti permette una ricostruzione che, contrariamente ai giudizi sostenuti dalla storiografia che attribuiscono il fallimento dell’iniziativa costituzionale all’incapacità e superficialità del generale murattiano, rivela invece i conflitti esistenti all’interno delle élite dominanti, il ruolo della Corte e le posizioni delle Potenze occidentali.
