The city is a shape tensed between continuity and contamination. Important effects of the different speeds of urban organization, evolution of architecture and human activities can be read above all in the border towns, characterized by intense fluxes of immigration, landscape and territorial peculiarity, low urban quality level and a considerable quota of unexpressed value, unused capacity, etc. The language of value is the favoured ambit in which it is possible to represent the reasons of choices about town planning and for architectural design, especially when the public interest has to be imposed and communicated. In this contribution the language of value refers to the new theoretic approach of the “theory of value-love and value-art” that expresses ethic and aesthetic demands respectively; this theory surpasses the traditional approach based on (marginal) utility and productivity and it refers to matter, energy and information assumed as input and output of economic process. According to this approach, the environmental and cultural heritage can be included in public and social balance sheets. Creativity is the capability to turn problems into opportunities (in business), and to turn limits into incentive (in architecture). These opportunities and incentives cannot be considered relevant from the social point of view if the richness created is not expressed in terms of value. The application proposed aims to define the conditions of sustainability of urban redevelopment plans in the specific ambit of the immigration social housing in the towns in which cultural contamination has to be considered as resources that cannot be disregarded, where the real estate is from the physic and economic point of view underutilized, and the environmental demand can be assumed as a financial potential. In this case urban policy has to be directed to realize social values rather than only buildings, infrastructures, or public equipments. This result can be obtained applying an equalized and integrated approach that includes both financial both qualitative valuations.
