Livelli essenziali delle prestazioni sociali, servizio sociale professionale e welfare delle potenzialità

The paper deals with the issue of Minimum levels of social services, considering both the complexity of their definition and the intricate multi-level governance within which these measures are implemented. Here is offered a contribution in line with the «personalization» of social services approach, a trend emerged in several Eu welfare systems, as for example among the Italian one, in line with the innovative perspective of «welfare of potentialities». Official data on public expenditure for these services and professional social work reinforcement were analyzed. The latter is considered a transversal Minimum level of social services, for its pivotal function in case management and its mediation role among organizations and social services’ clients. For these reasons professional social work can become a key factor in the development of this complex governance, according with the «welfare of potentialities».
